From 31 March 2026, London’s new Simpler Recycling rules come into force across homes, flats, and businesses in Richmond and Croydon. The goal is simple: make recycling easier and help the UK reach a 65% recycling rate by 2030.
Under these rules, waste must be separated into four weekly collections:
- General waste (black or residual bin)
- Food waste (often collected with garden waste)
- Paper and cardboard (clean and dry only)
- Dry recyclables such as plastics, metals, glass, and cartons
If waste is not separated correctly, households can face fines of up to £400, while businesses can face much higher penalties. Croydon has already started stricter checks due to ongoing fly-tipping problems, while Richmond has published clear guidance on what is and isn’t accepted.
Key Changes in Richmond and Croydon
Four-bin system – Each property will need separate bins for general waste, food/garden waste, paper/card, and mixed recycling. Plastic films are not included until 2027.
Weekly food waste collections – Food waste must be separated every week, including in flats with shared bins. Councils may collect food and garden waste together if it stays clean.
Rules for businesses – Businesses with 10 or more staff must already comply. Smaller companies have until March 2027. Waste must be collected by a licensed company and separated into distinct streams.
Local differences – Richmond pauses garden waste collections between 5 and 16 January 2026 to focus on Christmas tree recycling. Croydon applies stricter checks to stop waste from being mixed incorrectly.
What Can’t Go in Recycling Bins?
Everyday items that should not go in recycling include:
- Dirty or wet paper and cardboard
- Foil-lined packaging
- Books and wallpaper
- Sticky labels
- Padded envelopes
- Hazardous or electrical waste
Collection days and rules can vary, especially for flats with shared bins. Residents should check their local council tools for exact schedules, as many communal bin areas will be upgraded by April 2026.
